2LMN provided survey, demolition and site/grading plan, storm sewer design and storm water pollution prevention plan and construction sediment monitoring for this project. One of the major challenges was the existing site soils were contaminated; therefore no spoils could leave the site. The contractor accumulated extra excavated soil while trying to create a stable foundation for the jail building. 2LMN had to work with the contractor during construction to find a place to stockpile the extra soil between each phase. 2LMN performed drainage and site work on demand to keep the contractor on schedule and minimized the costly hauling of contaminated soils off site.
